Tiivistelmä
Opinnäytetyö on käytännönläheinen kehittämistyö ja se on teetetty toimeksiantona Suomen itsenäisyyden juhlarahasto Sitralle. Opinnäytetyön aineiston keruu ja analysointi tapahtui toimiessani työelämäjaksolla Sitrassa syksyllä 2021. Osallistuin samalla elinikäisen oppimisen edistämisen projektin (Osaamisen aika) hanketyöhön vierailevana tutkijana. Opinnäytetyön tavoitteena oli suunnitella ja toteuttaa Sitran ”Uuden osaamisjärjestelmän pilotit”-hankekokonaisuuteen liittyvät yrityshaastattelut ja niiden avulla lisätä ymmärrystä tarvelähtöisyyden rakentumisesta yritysten ja oppilaitosten välillä. Tämän ymmärryksen avulla tuotettiin sisältöä Sitran Osaamisen aika -projektin julkaisuihin: ”Millä suosituksilla? Kohti elinikäisen oppimisen Suomea” ja ”Uuden osaamisjärjestelmän kuvaus”.
Työn aineisto muodostuu pääosin hankerahoitusta saaneen kahdeksan pilottihankkeen yhteistyöorganisaatioiden haastatteluista (13 kpl). Käytetyt tutkimusmenetelmät ovat teemahaastattelu, havainnointi ja aineistolähtöinen sisältöanalyysi. Kehittämistyön lähestymistapana on konstruktiivinen tutkimus. Teemahaastattelujen perusteella syntyi työn tuotos: Tarvelähtöisyysmatriisi., Siihen on koottu ja luokiteltu kaikki haastattelujen litteroidut tulokset ja videomateriaali. Työn tuloksissa on esitetty osaamisekosysteemin kehittymistä kuvaava lineaarinen malli. Tarvelähtöisyyttä tarkastellaan hanketyöhön valmistautumisen, yritysten ja oppilaitosten yhteistyön, oppimisen lisääntymisen ja jakamisen, hanketyöstä syntyvien hyötyjen ja saavutettavissa olevien etujen sekä uuden osaamisjärjestelmän rakentumisen näkökulmista.
Kehittämistyö pohjautuu Sitran Osaamisen aika-projektissa laajan yhteiskunnallisen päättäjäjoukon kanssa tuotettuun yhteiseen näkemykseen elinikäisestä oppimisesta. Tämän työn kannalta näkemyksessä on keskeisintä väittämä: ”Osaaminen uudistaa työelämää ja työelämä osaamista.” Kahdeksan pilottihankkeen rahoituksellla tuetaan uuden osaamisjärjestelmän syntymistä ja erityisesti sitä, miten osaaminen uudistaa työelämää ja työelämä osaamista. Pilottihankkeiden kokonaisuus oli yhteensä 850 t€.
Työn tuloksina esille nousivat havainnot tarvelähtöisen kehittämistyön onnistumisesta niissä tapauksissa, missä yhteistyö on ollut hyvin ennalta suunniteltua ja kehittämistyöhön ollaan sitouduttu. Oppilaitokset ovat tukeneet alueellista kehittymistä, hankerahoituksen toimiessa mahdollistajana jo toimivissa tarvelähtöisissä kumppanuuksissa. Vuoropuhelu toimijoiden välillä on perustunut synergioihin, jolloin tarvelähtöinen toiminta on kehittynyt ja syventynyt yhteistyön edetessä strategiseksi kumppanuudeksi.
Uutta osaamista syntyy tarvelähtöisesti rakentuvissa verkostoissa. Verkostomaisessa mallissa toimiminen on joustava tapa reagoida aitoihin muutostarpeisiin osaamisen uudistamisessa ja kyvyssä palvella kehittyvää kysyntää. Työ nostaa esille myös oppilaitosten muuttuvaa roolia uudessa osaamisjärjestelmässä. Oppisisältöjen räätälöinti ja päivittäminen yritysten osaamiskartoitusten kautta syntyviin akuutteihin ja säännöllisesti päivitettyihin tarpeisiin korostuu. Myös alueellisen yritys-oppilaitosyhteistyön merkitys korostuu niissä tapauksissa, missä alueen ankkuriyritykset ovat onnistuneet rakentamaan tarvelähtöisen kehittämistyön osaksi päivittäistä toimintaa yhdessä alueellisten koulutusorganisaatioiden kanssa. Osaamisekosysteemi rakentuu vaiheittain. This thesis is a practical development work and it has been commissioned by Sitra, the the Finnish Innovation Fund. The collection and analysis of the thesis material took place during my internship at Sitra in the autumn of 2021. At the same time, I participated in the project work of the Lifelong Learning Promotion Project (Competence Time) as a visiting researcher. The aim of the thesis was to plan and implement company interviews related to Sitra's “Pilots of the New Competence System” project and to increase the understanding of the need-based construction between companies and educational institutions. This understanding was used to produce content for Sitra's Competence Time project publications: “With what recommendations? Towards a Lifelong Learning Finland ”and“ Description of the New Competence System ”.
The material of the thesis consists mainly of interviews with the co - operation organizations of eight pilot projects that have received project funding (13). The research methods used are thematic interview, observation and data-driven content analysis. The approach to development work is constructive research. The output of the work, the needs-based matrix, was created on the basis of the thematic interviews. The results of the work present a linear model describing the development of the knowledge ecosystem. Needs orientation is examined from the perspectives of preparing for project work, cooperation between companies and educational institutions, increasing and sharing learning, the benefits and achievable benefits of project work, and building a new knowledge system.
The development work is based on the shared vision of lifelong learning produced in Sitra's Competence Time project with a wide range of social decision-makers. From the point of view of this work, the most important statement in the vision is: “Competence renews working life and working life competence.” Funding for eight pilot projects will support the emergence of a new skills system and, in particular, how skills will renew working life and working life skills. The total number of pilot projects was € 850 thousand.
As a result of the work, observations emerged about the success of needs-based development work in those cases where the co-operation has been well planned in advance and the development work has been committed to. Educational institutions have supported regional development, with project funding enabling existing needs-based partnerships. The dialogue between the actors has been based on synergies, whereby needs-based activities have developed and deepened as the cooperation progresses into a strategic partnership.
New know-how is created in networks built on needs. Operating in a network-like model is a flexible way to respond to genuine needs for change in competence renewal and the ability to serve evolving demand. The work also highlights the changing role of educational institutions in the new competence system. The emphasis is on tailoring and updating learning content to the acute and regularly updated needs that arise through companies' competency surveys. The importance of regional business-educational cooperation is also emphasized in those cases where anchor companies in the region have succeeded in integrating needs-based development work into their day-to-day operations together with regional training organizations. The knowledge ecosystem is built in stages.
