Tiivistelmä
Kehittämistarve ja idea siitä, että Kelan perustoimeentulotuen yrittäjäasiakkaiden verkkohakemista voitaisiin sujuvoittaa ja hakemuksen käsittelyaikaa lyhentää, syntyi oman työn kautta. Ongelmana nähtiin erillinen hakemuksen liite, yrittäjän tuloselvityslomake TO4. Sitä pidettiin niin asiakkaiden kuin päätöksenantajien keskuudessa vaikeaselkoisena ja kysymyksiltään puutteellisena. Koko työn tutkimusotteena käytettiin konstruktiivista tutkimusta, joka sopii hyvin juuri oman työn kehittämistutkimukseen. Tavoitteena oli luoda konstruktio eli prototyypit verkkohakemuksen yrittäjätieto-osioista sekä testata niitä käyttäjillä. Prototyypeillä pyrittiin mallintamaan tavoitetilaa, jossa yrittäjäasiakas voisi hakea perustoimeentulotuen pelkällä verkkohakemuksella ilman erillistä TO4-lomaketta. Aineistonkeruumenetelminä käytettiin teemahaastatteluja sekä käytettävyystestausta ja havainnointia. Työn teoreettisessa viitekehyksessä kuvataan käyttäjäkeskeisen suunnittelun prosessi ja avataan prosessiin liittyvät keskeisimmät käsitteet; käyttäjä, käyttöliittymä, käytettävyys, käyttäjäkokemus, saavutettavuus ja käytettävyystestaus. Teoriaan syvennytään toimeksiantajan tarpeiden ja kehitettävien prototyyppien näkökulmasta. Haastattelumateriaalia ja teoriaa yhdistellen luotiin testitarinat ja piirrettiin testitarinoiden mukaan etenevät toiminnalliset prototyypit Axure RP 9 -ohjelmalla. Prototyyppien käytettävyystestaus toteutettiin kahdessa syklissä, jotta ensimmäisessä testissä löydetyt vakavimmat käytettävyysongelmat ehdittiin korjaamaan. Ensimmäiseen testiin osallistui kaksi Kelan asiakaspalvelijaa ja toiseen kolme yrittäjätaustan omaavaa testiasiakasta. Käytettävyystestauksella vahvistettiin tutkimusongelman olemassaolo ja tuloksina löydettiin prototyyppien keskeisimmät käytettävyysongelmat, hyvän käyttäjäkokemuksen takaavat asiat ja parhaiten toimivat suunnitteluratkaisut. Kehitettävää ilmeni vielä kysymysten muotoilussa ja esittämisjärjestyksessä sekä visuaalisessa ilmeessä. Prototyyppien ohjaavuutta ja selkeyttä kehuttiin. Tulevaisuudessa toivottiin hyödynnettävän enemmän tekoälyratkaisuja. Saatujen tulosten myötä voidaan luoda käyttäjien tarpeita hyvin palvelevat ja toimivat perustoimeentulotuen verkkohakemuksen yrittäjätieto-osion lopulliset näkymät. The need for development and the idea that Kela’s (Social Insurance Institution) online application of basic social assistance for entrepreneur customers could be streamlined and processing time of the application shortened became apparent through personal work. The problem among clients and decision makers was the complicated and incomplete separate application appendix, the entrepreneur’s income statement form TO4. The research method of the thesis was constructive, as the objective was to create a construct – the proto-types for entrepreneurs’ information sections of the web application and to test them with real users. The prototypes sought to model a target situation where an entrepreneur could apply for social assistance by simply using an online application without a separate TO4-form. Data collection methods used theme interviews, usability testing and observation. The theoretical framework of the work described the process of user-centered design and explained the key concepts associated with the process: user, user interface (UI), usability, user experience (UX), accessibility and usability testing. The theory was explored from the perspective of the client's needs and the prototypes to be developed. Combining interview material and theory test stories were created and functional prototypes were drawn according to the test stories using the Axure RP 9 -program. The usability testing of prototypes was carried out in two cycles to correct the most serious usability problems identified in the first test. Two Kela's customer server agents participated in the first test and three test clients with an entrepreneurial background in the second test. Usability testing confirmed the existence of the research problem and found the main usability problems of prototypes, issues guaranteeing good user experience, and the best working design solutions. There were still areas to be developed in formulating the questions and in their order of asking, as well as in the visual expression. The controllability and clarity of the prototypes were praised. It was hoped that future versions would make more use of artificial intelligence solutions. The results obtained allow creating the final outlook of the entrepreneurial information section of the basic social assistance web application that serves the needs of users and works well.
