Tiivistelmä
Opinnäytetyön tarkoituksena on selvittää, millaisessa toimintaympäristössä meripartiotoimintaa Suomessa harjoitetaan, minkälaisia kuluja toiminnasta on meripartiolippukunnille, sekä miten näiden tulot ja menot ovat viime vuosina kehittyneet. Tavoitteena on tuottaa tietoa, jota meripartiolippukunnat voivat hyödyntää oman taloutensa suunnitteluun.
Meripartion toimintaympäristöä kartoitetaan perehtymällä aiheesta saatavilla olevaan sääntelyyn ja kirjallisuuteen sekä asianomaisten järjestöjen omiin ohjeistuksiin ja pöytäkirjoihin. Meripartiolippukuntien tulojen ja menojen kehitystä tutkitaan tilinpäätösanalyysi-menetelmällä. Esimerkkitapauksena tilinpäätösanalyysissä käytetään raumalaista Meripartiolippukunta Myrskypojat ry:tä.
Myrskypojat on poikalippukunta, jolla on hieman alle 200 jäsentä. Lippukunnalla on omituksessaan purjevene ja saarikiinteistö, joita se hyödyntää toiminnassaan. Nämä muodostavat lippukunnan talouden suurimmat kuluerät. Kulujen kattamiseksi lippukunnalla on omaa varainhankintaa, jonka lisäksi se saa myös avustuksia eri tukijoilta.
Meripartion toimintaympäristöä kartoitetaan myös perehtymällä Suomen Partiolaiset ry:n toimintaan, joka toimii kaikkien suomalaisten partiolaisten kattojärjestönä. Suomen Partiolaiset on nostanut jäsenmaksujaan toistuvasti viime vuosien aikana, jonka seurauksena myös jäsenmaksukertymä on kasvanut. Tästä huolimatta jäsenten ja lippukuntien saama taloudellinen hyöty on tuona aikana pysynyt suurin piirtein ennallaan. Myrskypojat ei kerää omaa jäsenmaksuaan, eikä Suomen Partiolaiset tue lippukuntaa taloudellisesti.
Tilinpäätösanalyysin tuloksista käy ilmi, että suurin osa meripartiolippukunnan kuluista liittyy toiminnassa tarvittavan venekaluston ylläpitoon. Analyysistä käy lisäksi ilmi, että paremmalla talouden hallinnalla esimerkiksi tapahtumien osallistumismaksujen keräämisen yhteydessä, lippukunta voi tarvittaessa tuottaa järjestämillään tapahtumilla jopa hieman voittoa. Osittain tästä johtuen lippukunnan talous onkin kehittynyt viime vuosina positiivisempaan suuntaan. The purpose of the thesis is to find out which operating environment Sea Scouting activities are carried out in Finland, what kind of expenses are spent on the Sea Scout troops and how their income and expenditures have developed in recent years. The goal is to produce information that may be used by the Sea Scout troops to plan their own economy.
The operating environment of Sea Scouting is surveyed by familiarizing with the regulations and literature available on the subject and the guidelines and protocols of the relevant organizations. The development of the income and expenditure of the Sea Scout troops is studied by the Financial Statement Analysis method. In this financial statement analysis the Sea Scout troop Myrskypojat from the town of Rauma is used as an example.
Myrskypojat is a Sea Scout troop for boys with just under 200 members. The troop owns a sailboat and an island property that the troop uses in its operations. These are the biggest expense items in the troop’s economy. In order to cover the costs the troop has its own fundraising, and it also receives grants from various supporters.
The operating environment of Sea Scouting is also surveyed by studying the activities of The Guides and Scouts of Finland which acts as the head organization for all Finnish scouts. The Guides and Scouts of Finland has repeatedly raised its membership fees over the past few years. As the result the accumulation of membership fees has increased. In spite of this the economic benefits of members and troops have remained largely unchanged during that time. Myrskypojat does not collect its own membership fees and the Guides and Scouts of Finland does not support the troop economically.
The results of the financial analysis show that most of the expenses of a Sea Scout troop are related to the maintenance of the boats needed for scouting activities. The analysis also shows that with better economic governance, for example in collecting event attendance fees, the troop can even generate a little profit at events it organizes. Partly because of this the economy of the troop has developed positively in recent years.
