Tiivistelmä
Tämän opinnäytetyön tavoitteena oli tuottaa Oulun kaupungin kunnossapitopalveluille ohje katupuurekisterin käyttöön. Työllä pyrittiin yhtenäistämään katupuurekisterin päivitysprosessia Oulun kaupungin viherkunnossapidon urakoitsijoiden keskuudessa. Lisäksi työssä tutkittiin Trimble Locus-järjestelmän soveltuvuutta katupuurekisterin ylläpitoon. Toiminnallisessa opinnäytetyössä katupuurekisterin päivittämistä ja Trimble Locuksen käyttöä tarkasteltiin kunnossapidon näkökulmasta ja tulevaisuutta varten kehitettiin käytännönläheinen tapa päivittää ja ylläpitää rekisterin tietoja.
Katupuita tarkasteltiin työssä osana viheromaisuutta ja siten viheromaisuudenhallintaa. Puuomaisuuden hallintaan sovellettiin SFS-55000-standardissa määriteltyjä omaisuudenhallinnan periaatteita. Puiden kunnossapidon laatuvaatimukset perustuivat Viherkunnossapidon yleiseen työselostukseen (VKT 2021) ja kunnossapidon prosesseja lähestyttiin omaisuudenhallinnan elinkaariajattelun sekä kaupunkipuiden arvonmääritysmallin (KAM ‘19) kautta.
Kehitystyön lähtökohtina olivat Oulun Infra –liikelaitoksen henkilöstön ja opinnäytetyön kirjoittajan kokemukset rekisterin käytöstä sekä Suomen infra-alan asiantuntijoille suunnattu kysely. Kyselyllä tutkittiin, miten puurekisterin tietoa ylläpidetään muissa kaupungeissa. Kyselyn vastauksista selvisi, että rekisteriin tallennettava tieto on varsin yhtenäistä kaupunkien välillä ja että osassa kaupunkeja tietoa ylläpitää kunnossapidosta vastaava taho yhdessä kaupungin asiantuntijoiden kanssa. Työn tuloksena syntyi kirjallinen ja videoitu ohje katupuurekisterin ylläpitoon, sisältäen istutettujen puiden inventoinnin sekä rekisterissä olevien puiden kuntotietojen päivittämisen. Työn toimeksiantaja oli Oulun kaupunki. The aim of this thesis was to create a manual for the use of the street tree registry to be applied by the municipal maintenance services in the City of Oulu. The goal was to systematize the process of storing information in the registry among the contractors responsible for green maintenance in the city of Oulu. Additionally, the thesis examines the appropriateness of the Trimble Locus system for maintaining the street tree registry. In this practice-based thesis, information storage in the street tree registry and the use of Trimble Locus are examined from the perspective of maintenance, and a practical method for storing and managing the registry’s information was developed for the future.
In the thesis, street trees were viewed as a segment of green assets, and thus, integral to the overall management of green assets. The management of tree assets was applied through the principles of asset management described in the SFS-55000 standard. The quality requirements for tree maintenance were derived from the maintenance specification of green areas (VKT 2021) publication, and maintenance processes are based on the life cycle management in asset management and the urban tree valuation model (KAM '19).
The starting points for the developmental work were the experiences of the personnel working in the municipal maintenance department in the city of Oulu, as well as the author's experiences regarding the use of registry, and a survey for the municipal infrastructure professionals in Finland was carried out to gather data. The survey investigated how tree registry information is maintained in other cities. Responses to the survey revealed that the information recorded in the registry is quite uniform across cities, and in some cities, the information is maintained by personnel who are responsible for maintenance in collaboration with infrastructure professionals. As a result of this thesis, a written and an audio guide was produced for the maintenance of the street tree registry. The guide includes a documentation of recently planted trees and information related to trees that are already documented in the registry. This thesis was commissioned by the City of Oulu.
