Tiivistelmä
Tämä työ on tehty kirjallisuus selvityksenä biokaasuntankkausaseman rakentamista koskevista direktiiveistä ja säännöksistä maatilalla. Tarkastelun kohteena oli kuvitteellinen maatila, jossa on biokaasureaktori ja biokaasun hyödyntämistä haluttaisiin laajentaa ajoneuvokäyttöön. Reaktorista tuleva raakabiokaasu ei sovellu sellaisenaan liikennepolttoaineeksi, joten kaasu täytyisi puhdistaa ja jalostaa ennen tankkausta käyttökohteeseen. Tankkausasema ajateltiin toteutettavan hidastankkausmenetelmällä ilman korkeapaineista välivarastointia. Tarkastelussa tultiin siihen johtopäätökseen, että tankkausaseman yhteyteen tuleva kaasunjalostusyksikkö täytyy rakentaa EU:n painelaitedirektiivin mukaisesti. Direktiivissä säädellään painelaitteille valmistus- ja viran-omaisvaatimuksia. Johtopäätökseen tultiin, koska tällä hetkellä ei ole markkinoilla jalostusmenetelmiä, joilla kaasu saataisiin liikennekäyttöön kelpaavaksi ilmanpaineessa. Standardissa SFS-EN 16723-2 määritellään liikennekäyttöön tarkoitetun biokaasun metaanipitoisuudeksi 85 %. Painelaitedirektiivin pohjalta Suomessa on laadittu painelaitelaki ja siihen sisältyvä painelaite-asetus. Painelaitteiden valmistus ja viranomaisvaatimuksia arvioidaan laitekoon, käsiteltävän aineen sekä prosessissa vallitsevan paineen mukaan. Työssä arvioitiin, että jalostusyksikkö olisi mahdollista toteuttaa alle 1000 barl:n laitekokonaisuutena (bar tarkoittaen painetta ja l säiliön tilavuutta litroina). 1000 barl pidetään rajana, jonka jälkeen laitteistolle täytyy nimetä käytönvalvoja sekä varavalvoja. Taloudellisesti tämä vähentää laitteiston kannattavuutta ja vaatimukset laitteiston käytölle nousevat. Arvio perustuu työn tilaajan antamiin lähtöarvoihin, jotka olivat kaasun puhdistukseen 40 litran säiliö ja jalostukseen 60 litran säiliö. Säiliötä yhdistäisi DN 25 putki ja prosessissa vallitsisi 6 bar:n absoluuttinen paine. Näillä arvoilla biokaasunjalostusyksikkö kuuluisi direktiivin mukaan luokitteluryhmään kolme. Tällöin jokaisen prosessiin liittyvän osan on täytynyt valmistaa laitos, joka on hakenut tyyppihyväksyntää laitteilleen ja saanut niihin CE merkinnän. Jalostuslaitteistoa koottaessa täytyy laitteistokokonaisuus vielä sijoituspaikassa tarkistaa tarkastuslaitoksen toimesta. Tällainen tarkastuslaitos Suomessa on esimerkiksi Inspecta KIWI. Tankkausaseman suunnittelussa on myös huomioitava muita vaatimuksia kuten alueelliset vaatimukset sekä ympäristön vaatimukset. Alueellisiin vaatimuksiin vaikuttavat kunnan rakennusmääräykset ja kaavoitukselliset seikat. Ympäristön suhteen tulee huomioida esimerkiksi jalostuksessa syntyneen hiilidioksidin määrä sekä asutuksen etäisyys laitoksesta. Naapureilla on oikeus valittaa laitoksesta, jos melu- tai hajuhaitat häiritsevät. Työssä on tarkkailtu mahdollisuutta rakentaa hidastankkausasema suoraan biokaasureaktorin yhteyteen ilman erillistä varastointia. Biokaasureaktorit itsessään ovat jo kaasun välivarastoja, joten tasaisella syötteenlisäyksellä reaktoriin tämä olisi mahdollista. Tämän tyyppistä ratkaisua tarkasteltaessa tulee huomioida tankkausaseman tulevan osaksi biokaasureaktorin välitöntä teknistä käyttöä ja tällöin täytyy huomioida samoja vaatimuksia, kuin reaktoria rakentaessa. This work is an overview of the directives and regulations regarding the construction of a biogas refueling station on a farm. The focus of the examination is on a hypothetical farm with a biogas reactor and the utilization of biogas for vehicles use would be expanded. The raw biogas coming form the reactor is not suitable as a transportation fuel in its raw form, so the gas would need to be purified and processed before being refueled for use. The refueling stations is planned to be implemented using a slow refueling method without high-pressure intermediate storage. The examination concluded that the gas processing unit connected to the station must be built in accordance with the EU pressure equipment directive. The directive regulates manufacturers and authority requirements for pressure equipment. This conclusion was reached because currently there are no refining methods that would make the gas suitable for transportation use at atmospheric pressure.
During the refining process, carbon dioxide and other unwanted compound are separated from biogas to increase the methane concentration as much as possible. The refined biogas can be used as fuel for vehicles in road transport, heating or electricity generation. In this case, refueling would take place on a private farm where organic waste would be collected and used in biogas production. To limit the farm size, the estimated production potential of refined biogas is 2 m3/h, which is about 1,3 kg/h of almost pure methane. Refueling a gas-powered car at this rate takes about 10 hours, depending on the size of the car´s gas tank. Public refueling stations takes about 3-5 minutes to refuel a car because the gas is filled into the car´s high-pressure tanks.

Study estimated that it would be possible to implement the processing unit as a device assembly below 1000 barl (where ´bar´ represents pressure and ´l´ volume in liters). 1000 barl is considered the threshold beyond which the equipment must have an operator, and this reduces the economic viability of the equipment. The estimation is based on the initial values provided by the client, which were a 40-liter tank for gas purification and a 60-liter tank for processing. Tanks would be connected by a DN 25 pipe, and the process would operate at an absolute pressure of 6 bar. With these values, the biogas processing unit would belong to classification group three according to the directive. This means each part related to the process must have been manufactured by a facility that has a type approval and received CE marking for devises. When assembling the processing equipment, the overall system must be inspected at the installation site by an inspection body. In Finland, one such inspection body is, for example, Inspecta KIWI.
