The objective of this thesis was to examine whether occupational health and safety risks are present at the Helsinki Police Prison. Using qualitative research methods, the development study sought to find out any risks that could endanger the health or safety of the police guards working at the prison. The development task of the thesis therefore also included easy to implement mitigation measures which could improve the safety of the police prison staff.
The theoretical framework of the thesis includes police work specific legislation as well legislation related to occupational safety and health. Furthermore, the framework comprises of risk assessment and risk management standards, organizational safety and safety culture, stress, and resilience management, as well as preparedness for violence. Observations and interviews were used as research methods in this qualitative thesis. The observations were carried out by observing genuine working situations on-site, while following European Union level occupational safety and health standards based on the OiRA tool. The interviews were conducted with experienced staff of the police prison.
The goal of this thesis and the accompanying report was to highlight potential risks or deficiencies in the Helsinki police prison in order to improve the occupational safety and health of the police prison guards. Based on the results of this study, development proposals in form of mitigation measures were established. In addition to this thesis, a second report was produced for the internal use of the Helsinki Police Department as part of the thesis procedure. This section addresses the results and suggestions for improvement that were not permitted to be published in this open thesis.
