Hoten mot Finlands framtida livsmedelsförsörjning finns enligt experter på flera nivåer och den nationella livsmedelspolitiken är fragmenterad. Examensarbetet kartlägger ett teoretiskt underlag för en möjlighet till kompletterande livsmedelsberedskap, här i formen av så kallade ultralokala livsmedelsberedskapsceller (ULBC). I korthet går ULBC ut på att grupper av egnahemshusägare frivilligt skulle hjälpas åt att odla och uppbevara en del av sina livsmedel på tomterna.
Egnahemshusägare i Finland har varit studieobjekt och deras så kallade praktiska och sociala resurser för ändamålet har mätts i kvantitativ form via spridning av enkät i slutet av år 2022. Kommuners lämplighet för framtida test av ULBC genomfördes via poängsättning av svarsalternativ i ett för studien specifikt skapat index. Minst 20 respondenter och ett medeltal på minst hälften av maximalt poängtal krävdes för att en kommun skulle kvalificera sig vidare till det statistiska testet Chitvå-test av anpassningsgrad. För att kontrollera att tillräcklig nivå av resurser fanns inom kommunen tillämpades Chitvå-testet separat för sociala och praktiska resurser.
Kommunerna Jakobstad, Pedersöre, Kronoby och Nykarleby konstaterades vara de mest lämpliga kommunerna och ansågs ha tillräckligt med både praktiska och sociala resurser för framtida test av ULBC. Många respondenter i undersökningen kom från de kommunerna, men resultaten förändrades inte på avgörande sätt när de skars bort. Om respondenternas spridning och antal varit större i undersökningen, är det möjligt att test av ULBC hade konstaterats varit minst lika lämpligt på flera andra håll runt om i Finland. Studien visar att det nationellt finns potential till att bygga vidare på idén kring ULBC.
Även oron för tillgången till mat i Finland inom 5—10 år fr.o.m. hösten 2022 var en viktig del av undersökningen. På en Ja-Nej-fråga svarade över hälften av egnahemshusägarna att de känner oro. Det fanns också ett lovande intresse för att delta i lokalt ordnade informationsmöten om lokal livsmedelsberedskap.
Examensarbetet konstaterar att livsmedelsberedskapen i Finland omgående har nytta av kompletterande former såvida de samspelar med helhetsstrategin. Samtidigt både kan och bör större fokus läggas på den enskilda medborgarens engagemang i livsmedelsberedskapen. För tillfället behöver en enskild medborgare bara klara av att betala sin mat i affären och följa 72-timmarsrekommendationen. I diskussionsdelen tas bland annat en idé om så kallade livsmedelstillgångsförsäkringar för privatpersoner upp som en lösning på den problematiska inhemska livsmedelsförsörjningssituationen.
According to experts, the threats to Finland's future food supply exist on several levels and the national food policy is fragmented. The thesis maps a theoretical basis for a possibility for supplementary food preparedness, here in the form of so-called ultra-local food preparedness cells (ULBC). In short, the ULBC involves groups of homeowners volunteering to help grow and store some of their food on their plots.
Detached house owners in Finland have been the object of study and their so-called practical and social resources for the purpose have been measured in quantitative form through the distribution of a questionnaire at the end of 2022. The suitability of municipalities for future tests of ULBC was carried out via the scoring of response options in an index specifically created for the study. A minimum of 20 respondents and an average of at least half of the maximum score was required for a municipality to qualify for the statistical chi-squared test of adaptability. To check that a sufficient level of resources was available within the municipality, the chi-squared test was applied separately for social and practical resources. The municipalities of Pietarsaari, Pedersöre, Kruunupyy and Uusikaarlepyy were found to be the most suitable municipalities and were considered to have sufficient both practical and social resources for future testing of ULBC. Many survey respondents came from those municipalities, but the results did not change much when they were removed. If the spread and number of respondents had been greater in the survey, it is possible that testing ULBC would have been found to be at least as appropriate in several other locations around Finland. The study shows that nationally there is potential to build on the idea of ULBC.
Concerns about the availability of food in Finland within 5-10 years from the autumn of 2022 were also an important part of the survey. In response to a Yes/No question, more than half of the owner-occupiers said they were worried. There was also a promising interest in participating in locally organized information sessions on local food preparedness. The thesis concludes that food preparedness in Finland can immediately benefit from complementary forms, provided they interact with the overall strategy. At the same time, greater focus can and should be placed on the involvement of the individual citizen in food preparedness. At the moment, an individual citizen only has to manage to pay for their food in the shop and follow the 72-hour recommendation. In the discussion part, among other things, an idea of so-called insurance for food supplies for private individuals is raised as a solution to the problematic domestic food supply situation.
