Miljöavtal för vårdbiotoper och naturbeten: en utredning av avtalssökandes åsikter gällande avtalen

Detta examensarbete är ett beställningsarbete för Nylands NTM-central. Syftet med arbetet är att ta reda på hur miljöavtalssökanden har upplevt avtalsperioden; vilka tankar och åsikter de har angående avtalen samt om de planerar att söka fortsättning för avtalen i nästa stödperiod. Målgruppen för arbetet är miljöavtalssökanden från Nyland, men arbetet innehåller också svar från avtalssökanden utanför Nyland. Med hjälp av svaren kan man kartlägga eventuella problem, utveckla miljöavtalen i framtiden samt förbättra kommunikationen mellan avtalssökanden, myndigheter och rådgivare. Arbetet fokuserar på miljöavtal för vårdbiotoper och naturbeten.
Genom en litteraturstudie som innehåller en beskrivning av miljöavtal i sin helhet får man en bild av miljöavtalens betydelse och funktion. Arbetet innehåller också resultaten av en enkätundersökning som riktade sig till jordbrukare som har ingått miljöavtal samt intervjuer med elva olika jordbrukare som har ingått miljöavtal.
Undersökningen visade att de flesta som har ingått miljöavtal har upplevt avtalen positivt och kommer att söka fortsättning för avtalen i kommande stödperiod. Avtalssökanden anser dessutom att avtalen är viktiga, både ekonomiskt och för att främja den biologiska mångfalden. Genom bättre marknadsföring av avtalen, skolning, rådgivning och utveckling av avtalsbaserad betesgång kunde en ökning av avtalssökanden möjliggöras.
This thesis is a commissioned work from Uudenmaan ELY-centre. The purpose of the study was to find out how the environment agreement applicant experienced the agreement period; their thoughts and opinions concerning the agreements and if they plan to apply for continuation of the agreement in the next support period. The target group for the study was environment agreement applicants from Uusimaa, but the study also contained answers from agreement applicants from outside of Uusimaa. With the help of the answers, it will be possible to map out potential problems, develop the agreements in the future and improve communication between agreement applicants, authorities, and advisors. The study focused on environment agreements for biotopes and natural pastures.
Through a literature study that contains a description of the environment agreements, you get a picture of the meaning and function of environment agreements.
The study also contained the results of a questionnaire survey and interviews, which were focusing on farmers that have applied for environment agreement. The results of the study showed that most of the agreement applicants experienced the agreements as positive and will apply for continuation in the coming support period. The agreement applicants also consider the agreements as important, both economically as well as to promote biological diversity. Through better marketing of the agreements, education, counseling and developing of agreement-based pasture an increase of agreement applicants could be possible.
