Opinnäytetyössä arvioitiin rakenteellisen sosiaalityön kehittämisen vaikutuksia Kainuun sosiaali- ja terveyskuntayhtymän aikuissosiaalityössä v. 2018—2022. Tavoitteena oli selvittää, mitkä ovat olleet rakenteellisen sosiaalityön kehittämisen tulokset aikuissosiaalityön työntekijöiden ja esihenkilöiden näkökulmista. Arviointikriteereinä olivat kehittämistyön vaikuttavuus, asiakasosallisuus ja sosiaalisten ongelmien esiintuominen. Lisäksi tuloksia arvioitiin johtamisen näkökulmasta.
Opinnäytetyö oli laadullinen arviointitutkimus, jossa aineistonkeruumenetelmänä olivat puolistrukturoidut teemahaastattelut, jotka toteutettiin fokusryhmähaastatteluina aikuissosiaalityön esihenkilöille (2) ja työntekijöille (10). Haastatteluaineisto analysoitiin aineistolähtöisellä sisällönanalyysillä.
Tutkimuksessa tuli esille, että kehittämisen ansiosta rakenteellisessa sosiaalityössä oli tuotettu tietoa ja tiedolla oli vaikutettu. Kehitetyistä malleista kuten rakenteellisen sosiaalityön työryhmästä oli hyviä kokemuksia. Rakenteellisen sosiaalityön osaaminen ja työvälineet olivat lisääntyneet. Haasteina olivat kuormittava perustyö, tietotekniset vaikeudet, mittareiden soveltumattomuus ja jatkuvat muutokset. Asiakasosallisuutta oli kehitetty kehittäjäasiakastoiminnassa. Haasteiksi nähtiin asiakkaan motivoiminen ja palkitsemisen keinot. Kehittäjäasiakastoiminnassa nähtiin kehittämistarve. Kehittämisen ansiosta oli aloitettu sosiaalinen raportointi, joka ei kuitenkaan ollut juurtunut. Rakenteellisen sosiaalityön työryhmä ja esihenkilöt olivat työskennelleet epäkohtien parantamiseksi. Esihenkilöt tiedostivat rajallisten resurssien vaikutukset työn tekemiseen.
Lopputuloksena voidaan todeta, että kehittämisen myötä henkilöstö pääsi pohtimaan rooliaan rakenteellisessa sosiaalityössä. Rajalliset resurssit rajoittavat työntekijän mahdollisuuksia ja valmiutta tuottaa, analysoida tai hyödyntää tietoa. Monialaista verkostotyötä oli hyödynnetty tuloksellisesti. Rakenteellinen sosiaalityö muuttaa sosiaalityön rooleja: asiakasta osallistetaan vahvemmin ja työntekijältä ja verkostolta odotetaan yhteiskunnallisempaa työotetta. Kaikille ei ole tähän voimavaroja tai halukkuutta. Menossa on työkulttuurin muutos. Sote-organisaation tehtävänä on huolehtia rakenteellisen sosiaalityön toteuttamisen edellytyksistä. Tarvitaan myös henkilöstön reflektoivaa itsearviointia. ABSTRACT

The thesis assessed the effects of the development of structural social work in the adult social work of the Kainuu Social and Health Care Joint Authority in 2018–2022. The aim was to find out what the results of the development of structural social work have been from the perspectives of adult social work employees and supervisors. The effectiveness of the development work, customer participation, and how well social problems were discovered were used as evaluation criteria. In addition, the results were evaluated from the perspective of management.
The thesis was a qualitative evaluation study in which the data collection method was semi-structured thematic interviews, which were conducted as focus group interviews for supervisors (2) and employees of adult social work (10). The interview data was analysed with a data-driven content analysis.
The study revealed that, thanks to development, knowledge of social problems had been produced and used to influence. There were good experiences of the models developed, such as the working group on structural social work. The competence and tools of structural social work had increased. The challenges were stressful basic work, IT difficulties, the unsuitability of indicators and constant changes. Customer participation had been developed in devel-oper customer activities. Motivating and rewarding the customer had been challenging. There was a need for development in developer-customer activities. Thanks to the development, social reporting had begun, which, however, had not taken root. The structural social work team and supervisors had worked to improve the faults. Supervisors were aware of the consequences of limited resources on work.
As a result, it can be noted that the development allowed the staff to reflect on their role in structural social work. Limited resources limit the employees’ ability and readiness to produce, analyse or exploit information. The interdisciplinary networking had been utilised effectively. Structural social work is changing the roles of social work: the client is more strongly involved, and the employee and the network are expected to have a more social approach to work. Not everyone has the resources or the willingness to do this. A change in work culture is underway. The task of the health and social services organisation is to take care of the prerequisites for the implementation of structural social work. Reflective self-assessment of staff is also needed.
