Examensarbetet är en utveckling och precisering av förvaltningen av kommunens befintliga ägda fastighetsmassa. Målsättningen är att hitta nya infallsvinklar och handlingssätt för fastighetsförvaltningen samt det interna samarbetet med verksamheterna och sammanställa denna information i en fastighetsstrategi. Uppdragsgivaren är Korsholms kommun i Österbotten, Finland.
Den teoretiska delen består av studier av olika synvinklar på fastighetsförvaltning, fastighetsägande, kategorisering av fastigheter, incitament att effektivera verksamheten och strategi som begrepp. Här redogörs även för kommunstrategin som ska ligga till grund för all verksamhet inom kommunen samt den strategiska generalplanen som visar hur olika geografiska områden inom kommunen planeras och förväntas utvecklas. En analys av flertalet andra kommuners förverkligade fastighetsstrategier ingår även som referens.
I den empiriska delen karterades och analyserades kommunens hela fastighetsmassa i en fallstudie för att få en klar bild av enskilda fastigheters underhållsbehov och skick. Fallstudien innehöll även intervjuer med några för ämnet nyckelpersoner inom kommunen. En kategorisering i fem huvudgrupper via en fyrfältsanalys på basen av det tekniska skicket och verksamheternas utrymmesbehov i det område som fastigheten befinner sig. Med stöd av befintliga strategier och uttalade önskemål på utveckling av fastighetsförvaltningen utarbetades en fastighetsstrategi för Korsholms kommun som är fallstudiens resultat. Fastighetsstrategin ska ligga som grund för den fortsatta utvecklingen av fastighetsunderhållet och politiska beslut om investeringar. The Master’s thesis is a development and definition of management of the existing municipal owned real estate. The goal is to find new angles of approach and lines of action for property management as well as the co-operation with the municipal service providers and compile this information in a property strategy document. The client is the municipality of Korsholm, located in Ostrobothnia, Finland.
The theoretical part consists of studies of different approaches to real estate management, building ownership, categorisation of buildings, incentives to make the service more efficient and strategy as a concept. This part also describes the municipal strategy of Korsholm which is to be used as a reference for all services provided by the municipality and the strategic general land use plan which dictates how different geographical areas should and are expected to evolve over time. An analysis of several other municipalities property strategies are also used as reference.
In the empirical part the entire property portfolio is examined and analysed as a case study in order to get a clear picture of each and every separate buildings need of repair and condition. The case study also consists of interviews with key municipal figures on these subjects. A categorisation of buildings into five main groups is done with the help of a four field analysis based on the buildings condition and the service provider’s space requirements in that particular area. With reference to existing strategies and expressed wishes on development of the property management, a property strategy for the municipality of Korsholm is the result of the case study. The property strategy will serve as reference for the continued development of property maintenance programmes and political decision making regarding investments.
