Tiivistelmä
Biomassan käytön resurssitehokkuus on yksi kestävän bioenergian tuotannon edellytys. Resurssitehokkuus biomassan käytössä ei käsitteenä kuitenkaan ole yksiselitteinen. Termin tarkempi käsitteistäminen on edellytys biomassan energiakäytön laadulliselle mittaamiselle tai käytön hallinnoimiseksi.
Tutkimuksen tavoitteena oli selvittää suomalaisten energiantuottajien näkemyksiä metsäperäisen biomassan resurssitehokkuudesta ja käyttöön liittyviä toimintamalleja. Lisäksi tutkittiin ministeriöiden virkahenkilöiden sekä ympäristöjärjestöjen edustajien näkemyksiä metsäperäisen biomassan käytön hallinnollisesta ohjaamisesta.
Biomassan energiakäyttöön linkittyvää resurssitehokkuuden tutkimusta on tehty verrattain vähän. Aihe liittyy kuitenkin läheisesti kiertotalouden ja kaskadikäytön termeihin, jotka esiintyvät erityisesti Euroopan Unionin, kansainvälisten organisaatioiden sekä suomalaisten organisaatioiden julkaisuissa. Tämä tutkimus rakentuu näistä syntyvään viitekehykseen.
Energiantuottajille suunnatulla kaksiosaisella delfoi-paneelikyselyllä selvitettiin biomassan resurssitehokkuuden käsityksiä ja huomioivia toimintamalleja tai menetelmiä. Paneelikysely valmisteltiin järjestöjen ja yrityksien edustajista koostuneen tutkimusryhmän avulla. Paneelin jäsenet valittiin Bioenergia ry:n ja Energiateollisuus ry:n jäsenistä. Kysely toteutettiin 144 yritykselle lähetettynä verkkokyselynä, joista vastaus saatiin 30:ltä organisaatiolta.
Tutkimus paljastaa, että metsäbiomassaa käyttävät energiantuottajat rajaavat resurssitehokkuuden koskemaan polttoaineketjun tehokkuuden ’kannolta piipun päähän’. Lähes kaikki vastanneet yritykset kokivat, että he toimivat resurssitehokkaasti.
Poltossa syntyvän tuhkan hyötykäyttö, läheltä tuleva ja logistisesti tehokkaasti toimitettu polttoaine sekä energiatehokas polttoprosessi arvioitiin resurssitehokkuuden parhaina toimintamalleina. Parhaina mittareina pidettiin polttolaitoksen hyötysuhdetta, puupolttoaineen hankintaketjussa kuluneen energian ja polttoaineen lämpöarvon suhdetta sekä puupolttoaineen hankintaketjun laskennallisia ilmastopäästöjä.
Tutkimuksen haastatteluiden perusteella ministeriöiden virkahenkilöt ja ympäristöjärjestöjen edustajat jakavat tarpeen ohjata biomassan käyttöä ottamaan huomioon resurssitehokkuus. Eroja ilmeni siinä, tulisiko ohjauksen olla informaatio-ohjausta vai säädösperusteista ja tulisiko ohjausta tehdä yleisellä tasolla vai riippuen biomassan loppukäyttökohteesta. Haastatellut pitävät polttoprosessin ja lämmöntuotannon sekä sen jakelun energiatehokkuutta osoituksena resurssitehokkuudesta.
Jatkotutkimusta kaivattaisiin energiantuottajille soveltuvista mittareista. Esille nousi esimerkiksi tarve puun kaskadikäytön mittaamisesta. Kiinnostava näkökulma resurssitehokkuuteen voisi muodostua hiilidioksidin talteenoton ja jatkokäytön tai varastoinnin (BECCUS) sekä biohiilen tuotannon yhdistämisestä energiantuotantoon. Resource efficiency in the use of biomass is one of the prerequisites for sustainable bioenergy production. However, the concept of resource efficiency in the use of biomass is not unambiguous. A more precise definition of the term is a prerequisite for the qualitative measurement or management of the energy use of biomass.
The aim of the study was to find out the views of Finnish energy producers on the resource efficiency of forest based biomass and the operating models related to its use. In addition, the views of ministry officials and representatives of environmental organizations on the administrative control of the use of forest based biomass were studied.
Relatively little research has been done on resource efficiency related to the energy use of biomass. However, the topic is closely related to the terms circular economy and cascading use, which appear especially in the publications of the European Union, international organizations and Finnish organizations. This study builds on the resulting framework.
A two-part Delfoi panel survey for energy producers was used to find out about biomass's resource efficiency perceptions and taking into account operating models or methods. The panel survey was prepared with the help of a research group consisting of representatives of organizations and companies. The panel was formed from the members of the Bioenergia ry association and the Energy Industry association. The survey was conducted as an online survey sent to 144 companies, from which responses were received from 30.
The study reveals that energy producers using forest biomass limit resource efficiency to the ‘from forest to chimney’ of the fuel chain. Almost all responding companies considered being resource efficient.
The utilization of the ash generated in the plants, the fuel coming from close proximity and delivered efficiently, and the energy-efficient production process were assessed as the best operational models for resource efficiency. The best indicators were the efficiency of the energy plant, the ratio of energy consumed in the wood fuel supply chain versus the calorific value of the fuel, and the calculated climate emissions in the wood fuel supply chain.
Based on the interviews in the study, ministry officials and representatives of environmental organizations share the need to guide the use of biomass to take resource efficiency into account. Differences emerged in whether the guidance should be information-driven or regulatory-based and whether the guidance should be done at a general level or depending on the end use of the biomass. Respondents consider the energy efficiency of the combustion process and heat production and its distribution to be an indication of resource efficiency.
Further research would be needed on indicators suitable for energy producers. For example, the need to quantify the cascading use of wood emerged. An interesting perspective on resource efficiency could be the combination of carbon capture and reuse or storage (BECCUS) and biochar production with energy production.
