Commuter ferry traffic is publicly funded vessel traffic which purpose is to primarily serve transportation needs of permanent inhabitants living in islands without fixed road connection. ELY Centre of Southwestern Finland is responsible for organizing the traffic and it purchases the services from open market with route-based full-service contracts. ELY Centre defines service requirements in call for tenders, while the tendering company is responsible for carrying out the service and acquiring the vessel.
Topic of the thesis is public procurement of a commuter ferry service and the objective was to create a comprehensive review to the ferry service procurement process, which would work as aid to companies taking part in the public tendering. Process was examined and analyzed from legislative and practical point of view with aim to bring out problematics and development needs. The analyze focuses especially on requirements concerning vessel qualities and their significance on the procurement entity.
Thesis is a qualitative case study which subject is the public procurement of Rymättylä route commuter ferry service launched in fall of 2017. It was the first commuter ferry service procurement conducted after procurement legislation reform. Selection of the topic proved to be relevant, because after the legislation reform regulation governing these procurements became stricter and due to Market Court appeal the tendering was ordered to be renewed, after which the entire procurement process had to be revised. Renewed tendering was examined as an own separate case, which made it possible to compare execution and legality of the old and revised procurement models.
The procurement model was modified into a more explicit and simple form, which gives better preconditions for successful procurements in the future. Due to high investment costs vessel qualities has emphasized importance in the tendering and therefore especially how purchaser manages to set out vessel requirements will define if the outcome of the procurement is successful or not.
