Tiivistelmä
Tämä opinnäytetyö tehtiin Ramboll Finland Oy:lle. Opinnäytetyön tarkoituksena oli tehdä kirjallinen tietopaketti asbestista sekä toimintaohje pilaantuneiden maiden työkohteille, joilla epäillään tai havaitaan asbestia.
Työ aloitettiin tutustumalla perustietoihin asbestista ja sen käyttöhistoriaan sekä olemassaolevaan lainsäädäntöön. Tämän jälkeen tehtiin kyselyt Ramboll Finland Oy:n ympäristötoimialan pilaantuneiden maiden työntekijöille, aluehallintovirastolle, ELY-keskuksille ja jätekeskuksille. Kyselyiden avulla kartoitettiin osallisten tietämystä ja kokemuksia aiheesta. Eri osapuolten kokemusten ja näkökantojen sekä kerättyjen tietojen perusteella koottiin tietopaketti, toimintaohje ja niihin liittyvä asbestin tunnistusliite. Toimintaohjeen tarkoituksena on selventää toimintamalleja työkohdetapauksissa, joissa maaperässä havaitaan tai epäillään asbestia.
Työn tuloksena on tiivis ja selkeä tietopaketti asbestista ja sen kohtaamisesta pilaantuneiden maiden työmailla. Työhön on sisällytetty riittävässä määrin eri osapuolien näkökulmia ja mielipiteitä. Toimintaohjetta tulkittaessa tulee aina muistaa, että jokainen työkohde on erilainen ja ohjeistusta ei tule soveltaa sokeasti ainoaaseenkaan kohteeseen. This thesis was made for Ramboll Finland Oy. The purpose of this thesis was to make an informative guide of asbestos and a code of practice for those, who work on the contaminated lands where asbestos is suspected or detected.
The thesis was started with an introduction to basic information of asbestos and its history and existing legislation. After that, surveys were made and sent to the Ramboll employees, the Regional Administration (AVI), ELY-centers (ELY) and waste management centers. These surveys were used to examine participants’ knowledge and experiences of the subject. Based on the experience and views of the various parties and the information gathered beforehand, the informative guide, the code of practice and the related asbestos identification annex were compiled. The purpose of the code of conduct is to clarify the existing operating models for the procedures for asbestos detected or suspected in the soil.
The result of this thesis is a concise and clear guide on asbestos and its exposure at the worksites of contaminated lands. The thesis has sufficiently incorporated the views and opinions of the various parties. When interpreting the code of conduct, it should always be kept in mind that each worksite is different and the code of conduct should not be applied blindly to the worksite.
