Tiivistelmä
Opinnäytetyön tarkoituksena oli selvittää YK:n vammaissopimuksen mukaisten oikeuksien toteutumista asumispalveluissa työntekijöiden näkökulmasta ja työntekijöiden roolia näiden oikeuksien toteuttamisessa ja edistämisessä. Lisäksi tarkoituksena oli selvittää, mitkä tekijät työntekijöiden näkökulmasta estävät vammaisten oikeuksien toteutumista sekä miten asumispalvelutyötä tulisi kehittää, jotta asukkaiden oikeudet toteutuisivat paremmin. Tutkimuksen tuloksia voidaan hyödyntää koulutustarpeiden ja kehittämiskohteiden arvioinnissa, työtapojen kehittämisessä sekä vaikuttamistyön pohjana.
Opinnäytetyön lähtökohtana on YK:n vammaissopimus, joka tuli Suomessa voimaan 10.6.2016. Sopimuksen keskeisiä kohtia ovat vammaisten henkilöiden osallisuus ja osallistuminen yhteiskunnassa, itsemääräämisoikeuden ja itsenäisen elämän kunnioittaminen, esteettömyys ja saavutettavuus sekä yhdenvertaisuus ja tasa-arvo. Opinnäytetyö tehtiin Aspa-Säätiölle ja aineisto kerättiin sähköisellä kyselyllä ja ryhmähaastatteluilla Aspa Palvelut Oy:n ja Rinnekodin asumisyksiköiden työntekijöiltä. Aineiston analyysimenetelminä käytettiin sisällönanalyysia ja teemoittelua.
Kysely ja ryhmähaastattelut tuottivat laajan ja monipuolisen aineiston. Asumispalvelutyön näkökulmasta keskeisimpiä asukkaiden oikeuksia olivat työntekijöiden mukaan itsemääräämisoikeus sekä oikeus omaan kotiin ja omannäköiseen elämään. Työntekijät pohtivat kuitenkin asukkaiden itsemääräämisoikeuden ja työntekijöiden huolenpitovelvollisuuden välistä ristiriitaa. Oikeuksien toteutumista estävinä tekijöinä painottuivat riittämättömät henkilöstöresurssit sekä erilaiset asumisyksikön käytännöt. Tulosten perusteella kehitettävää oli erityisesti kodin ulkopuolisen osallisuuden tukemisessa, sillä kaikki työntekijät eivät kokeneet kodin ulkopuolisen osallisuuden tukemisen kuuluvan heidän työnkuvaansa tai sen tukemiseen ei koettu olevan riittävästi resursseja. Kodin ulkopuolisen osallisuuden toteutumisen nähtiin mahdollistuvan ensi sijaisesti henkilökohtaisten avustajien kautta. Vastuuta kodin ulkopuolisen osallisuuden toteuttamisesta siirrettiin siis muille, vaikka työntekijät näkivät tutkimuksen mukaan oikeuden omannäköiseen elämään yhtenä keskeisimmistä asukkaiden oikeuksista. Asukkaiden kokonaisvaltaisen osallisuuden edistämiseen tulisikin panostaa asumispalvelutyön kehittämisessä. The purpose of this thesis was to find out how the rights of The Convention on the Rights of Persons with Disabilities come true in housing services in the employees’ perspective and what is the role of the employee in implementing and promoting these rights. In addition, the purpose was to find out what factors prevent the realization of the rights of people with disabilities in the employees’ perspective and how housing services should be developed so that the rights of residents would better come true. The results of this research can be exploited in the evaluation of educational needs and development areas, in the development of work styles and as the base of influencing.
The premise of this thesis is The Convention on the Rights of Persons with Disabilities which was put into operation in Finland on the 10th of June 2016. The key paragraphs of the convention are the participation and involvement of the people with disabilities in society, the respect of self-determination and independent life, the liberty and accessibility together with parity and equality. The thesis was made for Aspa-Säätiö and the material was collected from the employees of the housing services in Aspa Palvelut Oy and Rinnekotisäätiö by enquiry and group interviews. The methods of analysis used were content analysis and thematizing.
The enquiry and group interviews produced an extensive and versatile material. According to the employees, the main rights of the residents in the perspective of housing services were self-determination, the right to one’s own home and the right to live their own kind of life. However, the employees also discussed the conflict between the self-determination of the residents and the duty of care of the employees. The preventing factors of the realization of the rights were focused on the insufficient human resources and the different practices in the housing unit. The results show that especially the participation of the residents outside their home needs to be improved because not all employees felt that it was a part of their job description or they did not feel that they had sufficient resources. The participation of the residents outside their homes was primarily enabled by personal assistants. The responsibility of promoting participation was therefore moved to others, even though the employees saw the promotion of the residents’ own kind of life as one of the key rights of the residents. The comprehensive promotion of participation of the residents should be invested in the development of housing services.
