Termi NEET, ”not in employment, education or training”, on neutraalimpi ilmaus kuin siihen usein rinnastettu ulkopuolisuuteen viittava käsite ”syrjäytynyt”.
Syrjäytymisestä on lähivuosina käyty vilkasta julkista keskustelua.
Syrjäytymisvaarassa olevien nuorten miesten on tutkittu olevan kaikkein epäaktiivisimpia kulttuurisisältöjen kuluttajina.
The objective of this thesis was to study how to reach men aged 18–29 years who are not in employment, education or training and activate them to participate in art and culture activities. Participation would mean both consuming and producing guided artistic and cultural content. Contacting these young men is difficult as they tend not to participate in any arranged activities. Thus especially reaching the young men became essential in the study.
The subscriber of this thesis was a project called Miesten vuoro, ”Men’s turn”, which started in the beginning of October 2018 and concludes at the end of December 2019. The project was funded by the Finnish Ministry of Education and Culture and operates in Turku and Jyväskylä. HUMAK University of Applied Sciences is the leading operator in the project and co-operates with several actors that work in the fields of youth work and culture. The project organises low threshold activities that use art and culture as a means to connect with men aged 15–29 years not in employment, education or training, with the hope of eventually helping them participate in society. The term NEET, “not in employment, education or training”, is used as a more neutral term to the expressions ”social exclusion” or ”marginalization”. In recent years the socially excluded have been the subject of intense public discussion in Finland. Topics range from wellbeing of the individuals to public safety concerns and the economic costs imposed on society by the marginalized youth.
Previous research has found the socially excluded young men to be the least active group to produce or consume art and culture content. However, as research shows art and culture are beneficial for health and wellbeing they have been used in social work to reduce social exclusion. Getting the NEET men enthusiastic about such activities may not be easy, though. One reason is that social exclusion often includes mental issues or substance abuse which might make it difficult for an individual to get motivated. There might also be prejudice towards the concept of art and culture within the NEET men. Thus, in addition to studying how to reach the target group it became important to research how the men could be motivated to participate.
This thesis is a qualitative study. As research methods the study used target group and specialist interviews. The interviewed men in the target group were ages of 19–28. Two of the specialists have experience of working with the target group as well as working with art methods. The third, marketing specialist, has also worked within the cultural field.
One of the central observations of the study was that to best reach this target group an activity organiser should contact other organisers who already work with the targeted youth. Another important discovery was that the organiser should try to find out what the young want. This way it is possible to focus and target the marketing and communications efficiently. Another key result was that it is essential to build and maintain trust, as well as to start from the comfort zone of the individual. According to the findings, it is important to show respect and build trust through trying to understand the world of the NEET men. On activity level the most important factors were: interesting contents and grouping different ages. Also the instructor should be experienced in working with the target group and have good situational awareness. The final product of the study is a Checklist tool for any organiser trying to reach NEET youth between 15–29. By answering the set questions and considering the given tips it is possible to improve art and culture activities considerably.
