In the current financial market in Finland, it’s been difficult to verify private customer’s income and to assess if the customer’s financial situation is good enough to repay the loan. Through the new, incoming Positive Credit Register (PCR) it is possible to review customer’s income and loans. The PCR allows banks and other financial institutions to analyze and test the customer’s creditworthiness when the information is available through the register. Being able to review the customer’s income and loans, and to test the credit worthiness, it will create value for the financial sector and help in risk mitigation.
This thesis was conducted to find expectations and thoughts on how the PCR can be useful in risk mitigation. The aim of the research is to investigate how the PCR could be used in risk mitigation and how it could prevent fraudulent behavior. This thesis is a qualitative research where the data is gathered through semi-structured interviews where I interviewed six professionals who works in the asset financing sector. Interviews were analyzed using an abductive method, resulting in a comprehensive understanding of current challenges and what they expect from the register. Limitation for this research is that there is no existing data how the PCR works. It is also a limitation that the semi-structured interviews were conducted only in the asset financing sector. This thesis includes two research questions: (1) how can the PCR help financial institutions in risk mitigation?, and (2) how can the PCR prevent fraud incidents?
This research will inspire for further research to investigate how the PCR has worked and how banks and other financial institutions have found it useful.
